Focused on helping clients and organizations meet their duty of care requirements for private travel, our highly experienced team members have worked internationally to ensure clients traveling in uncertain situations or to areas of unrest, arrive and visit safely.
Perimeter Agency’s process includes research and risk assessment, planning and preparation for travel, and accompaniment of clients, ensuring personal security along the way. We are also highly trained in crisis management, should the need arise, and can offer full support throughout to mitigate an incident.
We have worked to further law enforcement hostage negotiation techniques and have been successful in negotiating the safe release of hostages held in the most difficult of circumstances across the world.
Taking these unique skills, we have decided to offer Travel Safety as a new venture for Perimeter Agency in assisting clients travel all over the world safely. Our key offerings are:

Helping the Helpers
Devoting our skills to help a faith-based International Non Governmental Organization (INGO) improve and strengthen its integrated approach to staff safety and security as they operate across 52 different countries serving the needs of the many refugees displaced by terror and untold violence; Perimeter Agency and its international partners held an immersive training exercise to teach the staff of the INGO based in Washington DC in the following skill areas:
- Travel Cycle – how to research, risk assess, plan and prepare staff to travel overseas to the many global missions located in some of the world’s most hostile regions to help serve the needs of the many refugees through education, advocacy and accompaniment.
- Donor Accompaniment – applying many of the lessons from Royalty and VIP protection to accompanying donors who have graciously gifted funds to help the humanitarian mission and to allow them to see the positive impact that their donation makes.
- Personal Security – guiding staff through personal safety in a variety of different environments (home, office, street, in the car, public transport, airports and hostile environments). Knowing how and when to react are all key to safety.
- Crisis Leadership & Management – giving the staff the key skills to manage effectively in a crisis, make sound decisions, take tactical advice and support their team through an incident to keep everyone safe.
This immersive training has already helped donors travel to challenging environments to see the wonderful education work delivered by the INGO that helps refugees move towards a better life, free from violence and oppression.
Perimeter Agency is proud to work with Andrew Brown on this endeavor. Chief Inspector (retd.) Andrew B Brown is an internationally renowned negotiator with specialist knowledge and experience in dealing with kidnap for ransom and hostage/crisis incidents, particularly in maritime environments; in designing conflict de-escalation skills for military operations and acting as an expert witness to judicial inquiries on the response to hostage taking, specifically the Lindt Café siege, Sydney, Australia.
Fellow of the Chartered Management and Security Institutes, he has developed advanced negotiation and crisis leadership skills for major corporations, public policy and world class sports coaches. An executive coach, he guides people though crisis to better their lives, both professionally and personally.
His doctoral studies and experience in Afghan & African kidnappings have led him to research, critique and advise International Non-Governmental Organisations (INGOs) how to prepare, prevent and respond to the threat of international kidnap. As the Chief Security Officer for an INGO he advises on safety & security for their overseas humanitarian missions to educate, advocate and accompany the many refugees towards a better life.
A Fulbright Alumnus, he continues to teach advanced tactics to many law enforcement agencies including NYPD, USMS and the FBI. Published in Modern Piracy & Maritime Terrorism: The Challenges of Piracy for the 21st Century and contributed a chapter to the 5th Edition Crisis Negotiations: Managing Critical Incidents and Hostage Situations in Law Enforcement & Corrections, he remains an Advisor to the Editorial Boards of the Criminal Psychology & Criminal Investigations, the Forensic Research & Criminology International and the Crisis Response Journals.
